The Munich Metropolitan Region is one of the youngest metropolitan regions, but one of the oldest regional cooperations. Already in 1992 discussions were held to form a southern Bavarian city cooperation. As a result, signed by the Mayors of the City of Munich, Augsburg and Ingolstadt, the "MAI-declaration" has been agreed. In the next two years more members from the region wanted to join the network. It was in July 1995, the association "Economic Region Southern Bavaria. Munich, Augsburg, Ingolstadt e.V. "was founded. The founding members were the cities of Munich, Augsburg, Ingolstadt and Landsberg am Lech. Furthermore, the Chambers of Commerce and Trade and the Chamber of Crafts of Munich, Upper Bavaria and Swabia. The name already showed that the association was open for other counties, cities and towns. In addition to numerous authorities, such as the city of Rosenheim (1993), the district of Neuburg-Schrobenhausen (1995) and the district of Dachau (1999), also companies such as Audi AG (1996), BMW AG (1996), Munich Fair (1996), MAN AG (1997) and the Munich public transport coorperation (1998) join as members. The association was renamed in 2005 in Economic Region Southern Bavaria. Greater Munich Area (GMA). Due to the changed name additional members, such as the Catholic University of Eichstätt-Ingolstadt (2005) or the ADAC (2005) joined as members.

Regardless of the association GMA, the Initiative Munich Metropolitan Region (EMM) was founded. The targets of the Initiative was to support the economic and innovational power and to create quantitative and qualitative economic growth in southern Bavaria. The Initiative became increasingly a dual structure to the association GMA and both were merged together. End of 2009 in the new association Munich Metropolitan Region were 6 urban districts, 24 county districts, 28 municipalities, 6 chambers, 80 companies and 40 other representatives from science and society members.
